Subject: Josh Shapiro, Democrat, Governor of Pennsylvania, nominee for a second term, November 3, 2026 Compiled: October 23, 2026 for the On Point Politics watchdog database, onpointpolitics.us Data cutoff: Coverage through October 19, 2026 of filings through the June 9 to September 14, 2026 reporting period Next scheduled data drop: Pennsylvania pre-election report due October 23, 2026, not yet covered at compile time; then the 30 day post-election report in early December 2026

Bottom line up front

Shapiro had raised about $55 million since the start of 2025 by the September 14, 2026 report, per [Spotlight PA](spotlightpa.org), and his campaign says more than $60 million since he took office, per the [Inquirer](inquirer.com). His Republican opponent Stacy Garrity had a bit over $5 million. Through early June 2026 he had more than 45,000 contributors, an average gift of $848, 82 donors at $100,000 or more, and 51 percent of his dollars from outside Pennsylvania, per [Public Source via the Capital-Star](penncapital-star.com). The money is broad, so no single bloc dominates. Four interests combine large money with a live decision on his desk:

  1. Labor unions. At least $1.6 million in named 2026 union checks from the Carpenters, IBEW Local 98, AFSCME and the teachers union. Live levers: transit money tied to his skill game tax, the FY 2027 to 2028 budget, and whether Pennsylvania opts in to the new federal tax credit scholarships.
  2. National Democratic and billionaire money. The Democratic Governors Association at $1.25 million this summer, Michael Bloomberg at $2.5 million in 2025, Chris Larsen at $1 million in March 2026. The lever is political rather than regulatory: party building through $5.7 million he moved to the state party, and an open 2028 question he sidestepped at the October 7 debate.
  3. Gambling. Casino parity on skill games is his stated position, a 52 percent tax worth almost $800 million in year one, per the [Inquirer](inquirer.com). Fanatics owner Michael Rubin gave $78,200 in in-kind travel, and skill game operator PACs also gave in the summer period, amounts not stated.
  4. Builders, energy and AI. Maggie Hardy at $500,000, John Fish at $250,000, NorthPoint Development at $100,000, Constellation's chief executive and four Anthropic employees at $25,000 each, set against data center standards he has already written.

Committee structure and treasurer

The formal name and Department of State filer ID of Shapiro's candidate committee, and its treasurer, were not retrieved; see gaps. The Inquirer reported on September 22, 2026 that no official FEC records show a super PAC created by Shapiro or people associated with him, and that gubernatorial funds cannot move to congressional candidates. His campaign says he has not given directly to state candidates but has moved about $5.7 million to the Pennsylvania Democratic Party since fall 2025, including $2.5 million after June. Public Source separately reports $5.6 million to the party in the June 9 to September 14 period alone, his second largest expense, so the two figures conflict and both are stored. He spent $31 million in that period, $13.5 million on TV and $5 million on digital, per [Public Source](penncapital-star.com). Named vendors are few: Weymouth Watson, a Washington event firm, at $519,800 around his January 2026 launch, and Jet-A LLC at $320,280 for charter aviation through March 30, against $608,700 on private aviation in all of 2025, per the [Inquirer](inquirer.com). His pollster, media buyer and general consultants were not identified in any source read.

Labor unions

Documented. In the first quarter of 2026 the Greater PA Carpenters PAC gave $500,000 and the IBEW Local 98 political committee gave $500,000, per [City and State](cityandstatepa.com); Local 98 added $21,300 in kind for catering and printing in early March. The Pennsylvania State Education Association gave $100,000 and unions combined gave $1.4 million that quarter, per [Spotlight PA](spotlightpa.org). AFSCME gave $500,000 in the summer period, per [City and State](cityandstatepa.com), and seven unions were among his top 20 donors that period. Ryan Boyer of the Philadelphia Building Trades Council said in August 2025 that the full force of the trades would be deployed to defeat Garrity, per [Spotlight PA](spotlightpa.org).

Hop two. The same unions hedge. Spotlight found about $320,000 from laborers, steamfitters and electricians in Garrity's treasurer races since 2020, and almost all 33 unions that gave her also gave Shapiro since 2022.

What they want and the lever. Shapiro wants a large share of skill game revenue routed to statewide mass transit, per the [Capital-Star](newsfromthestates.com). On vouchers he line item vetoed the $100 million PASS program in 2023 after backing it as a candidate, per [Ballotpedia](ballotpedia.org), and on October 7, 2026 he said he would decide on the federal tax credit scholarship opt in within weeks.

Inference: the teachers union and the building trades are the two union blocs with a dated decision ahead. The scholarship opt in is the first test after the election, and the transit link means a skill game deal is also a union deal.

National Democratic and billionaire donors

Documented. Michael Bloomberg gave $2.5 million in 2025, per [abc27](abc27.com). Ripple's Chris Larsen gave $1 million in a single March 2026 check and $2.2 million combined since 2023, a cumulative figure that includes the March gift. JB Pritzker, Jerry Yang and Bruce Levenson each gave $100,000 and Christopher Barnett of ICBD Holdings $500,000 in the first quarter. The DGA gave $1.25 million in the summer period, its largest gift to him that period, and had given more than $2 million before his 2022 run. Public Source reports Pritzker and a constellation of Democratic PACs as seven figure DGA funders, with amounts not stated. Larsen, Barnett and Democracy PAC II together gave $5 million through early June 2026, with no split published.

Hop two. No filing read ties a specific DGA receipt to the Shapiro transfer, so the file stores Pritzker to DGA and DGA to Shapiro as separate edges.

Inference: this bloc wants a national Democrat, not a Pennsylvania rule. The lever is the governor's own future. Asked at the debate whether he would serve four years, Shapiro sidestepped, per Spotlight PA.

Party and leadership

Documented. Beyond the DGA, Shapiro is himself the state party's biggest funder this cycle, at $5.6 million to $5.7 million depending on the source, plus $275,000 in the first quarter. Running mate Lt. Gov. Austin Davis had $1.9 million on hand in April, per the campaign. Inference: transfers to the party make Shapiro the main funder of down ballot Democrats without giving directly to candidates, which keeps the statehouse fight over the House majority tied to his budget agenda.

Gambling and skill games

Documented. The state Supreme Court ruled in June 2026 that unregulated skill games fall under the Gaming Act and paused enforcement for 120 days. The legislature did not act and the deadline passed in mid October. Shapiro's February 2026 budget proposed a 52 percent tax and 40,000 machines, projected at almost $800 million in year one; the industry backed bill sets a $500 monthly fee and a 50,000 machine cap at about $300 million, per the [Inquirer](inquirer.com). Pace-O-Matic spent $8.4 million lobbying Harrisburg over five years, and casinos spent $7.6 million, Parx the most at almost $1.3 million. Michael Rubin, the Fanatics chief who co-owns a sportsbook at Ocean Casino Resort in Atlantic City, gave Shapiro $78,200 in kind, listed as travel and reported by the Inquirer as helicopter trips. Garrity calls Rubin one of Shapiro's biggest benefactors; Shapiro did not respond, per the [Capital-Star](newsfromthestates.com). City and State lists skill game operator PACs among his summer donors without amounts.

Inference: casino parity is the position casino operators want, and Parx's chief executive has said so publicly. Rubin's money is small against that stake. The skill game PAC gifts mean both sides of the fight have paid into his committee; the October 23 report should show the amounts.

Builders, energy and AI

Documented. Maggie Hardy of 84 Lumber gave $500,000 and John Fish of Suffolk Construction $250,000 in the summer period. NorthPoint Development gave $100,000 in the first quarter. Constellation chief executive Joseph Dominguez gave in the summer period, amount not stated. Four Anthropic employees gave $25,000 each and Joanna Doven of AI Strike Team $10,000. Two Anduril executives gave $50,000 combined. Shapiro set stricter environmental and transparency standards for new data centers, backs an all of the above energy policy, and clawed back the Wolf era power plant carbon limit, per the [Spotlight PA guide](spotlightpa.org). Inference: the energy and data center donors arrived after those standards were set, so the money is a bet on continuity and fast permitting rather than on a reversal. No dated permitting decision was found.

Own finances and disclosure history

Shapiro's Statement of Financial Interests was not retrieved, so no income sources, gifts or liabilities are stored. No net worth estimate was found. His 2022 campaign raised $72.6 million per [Ballotpedia](ballotpedia.org), citing OpenSecrets, while Spotlight PA puts it at more than $68 million; the gap is unresolved.

Enforcement and controversies

  • Mike Vereb harassment case. Garrity attacked Shapiro over the handling of harassment claims against his former aide. Shapiro answered at the October 7 debate that the investigation produced a recommendation that the governor be brought in earlier on accusations against senior officials. The settlement amount was not retrieved.
  • Rubin travel. $78,200 in kind from Michael Rubin; Garrity frames it as a casino conflict. Shapiro did not respond.
  • Private aviation. About $381,000 on private aviation in the first quarter of 2026 per Spotlight PA, $320,280 to Jet-A LLC per the Inquirer, $608,700 in 2025. No complaint was found.
  • Voucher reversal. He backed PASS as a candidate, then vetoed its $100 million line in 2023. He says the program lacked House and Senate agreement and that he is still open to vouchers.
  • No FEC, State Ethics Commission or Department of State enforcement action against Shapiro or his committee was found in sources read.
