What is on file for my candidate? A file on every member of Congress, governor and 2026 nominee: who funds them, the decisions on their desk, and the sources.
Katie Hobbs
Democrat, running for Governor. Now Governor of Arizona.
Subject: Katie Hobbs, Democrat, Governor of Arizona, nominee for reelection, 2026 Compiled: October 23, 2026 for the On Point Politics watchdog database, onpointpolitics.us Data cutoff: October 20, 2026 news coverage of the latest Arizona reports Next scheduled data drop: Arizona pre-general election campaign finance report, late October 2026. The exact due date was not confirmed from the Secretary of State site, which could not be reached.
Bottom line up front
Hobbs runs the best funded campaign in the race and leans on national party money routed through a county party, but the single interest with both large money and a live decision on her desk is a state contractor, not a national donor.
- Sunshine Residential Homes, the state's largest group home provider. About $550,000 in gifts across her inaugural fund or 2022 campaign, a legal defense fund and the state Democratic Party, set against Department of Child Safety rate increases from $149 to $234 per bed. The attorney general found no quid pro quo on August 21, 2026. The Auditor General probe is still open, and the next governor sets DCS rates and renewals.
- The Democratic Governors Association and the Navajo County Democratic Committee. A $10 million pledge on July 28, 2026, grown to $14 million by October 19, inside more than $33 million in county party spending for Hobbs and other Democrats. The lever is less a policy than a governor who blocks a Republican trifecta, measured by her record 541 vetoes.
- Utilities. Arizona Public Service gave $250,000 to her 2023 inaugural, the largest named gift there, alongside Salt River Project and Tucson Electric Power. Her ads now claim she reduced electricity bills.
- Contractor and legal fund disclosure itself. Hobbs twice vetoed bills that would make state contractor gifts to a governor public, and she will not name legal defense fund donors beyond Sunshine. That is a decision she controls directly.
Committee structure and treasurer
The candidate committee is Elect Katie Hobbs, the paid for line on her campaign site, <katiehobbs.org. Its Arizona committee ID and treasurer were not retrieved because the Secretary of State finance site, seethemoney.az.gov, refused the request. Campaign manager Nicole DeMont is the operational center. Attorney Andrew Yost told the attorney general that DeMont directs money in and out of the legal defense fund, per KAWC on September 1, 2026, <kawc.org.
Four other vehicles matter.
Copper State Values PAC raised more than $2.7 million in 2025, per the campaign and the Arizona Capitol Times on October 16, 2025, <azcapitoltimes.com. It paid the campaign nearly $53,000 for shared expenses in the second quarter of 2025, per the Capitol Times, <azcapitoltimes.com. Its donors were described only as large donors and corporations.
Copper State Victory is a coordinated fundraising effort for Hobbs, Attorney General Kris Mayes and Secretary of State Adrian Fontes, run with Navajo County Democratic Committee chair Missa Foy as liaison instead of through the state party, per KJZZ on July 10, 2025, <kjzz.org.
The legal defense fund is not a separate entity. Yost described it as money held in the Coopersmith Brockelman trust account for the inaugural fund and the campaign committee. A 2016 revision removed the duty to disclose donors who pay for legal help for officeholders, per KAWC.
The 2023 inaugural committee raised nearly $1.5 million for an event that cost about $207,000, per KJZZ on January 14, 2023, <kjzz.org. KAWC later put the total over $1.7 million.
Totals. Ballotpedia shows $9.8 million raised and $6 million spent as of June 30, 2026, <ballotpedia.org. KTAR reported $9.5 million for the full cycle, <ktar.com. In the second quarter of 2026 she raised about $2.6 million, spent $7.4 million and ended June with nearly $2.4 million, per the Arizona Mirror, <azmirror.com. By the October 19 reports she had spent more than $17 million against just over $5 million for Biggs, per azfamily, <azfamily.com. The campaign says nearly 95 percent of contributions are under $100.
Social services contractors: Sunshine Residential
Documented. Sunshine Residential Homes, led by CEO Simon Kottoor, gave $100,000 to the inaugural committee, per the KJZZ donor list. Azfamily dates that gift to December 2022, <azfamily.com, while KAWC calls it a 2022 campaign gift. Sunshine gave $300,000 to the Arizona Democratic Party in 2022, per KAWC. It then gave three $50,000 checks, $150,000 in all, to the legal defense fund between November 2023 and May 2024, after the rate increase, per ABC15, <abc15.com. KJZZ puts the total at $550,000, <kjzz.org. Kottoor served on the inaugural committee, per the Arizona Mirror, <newsfromthestates.com.
The rate history. In 2022 DCS Director Michael Faust rejected Sunshine's request for a large increase. After Hobbs took office, Director David Lujan raised the per bed payment mid contract from $149 to $195 and then to $234, the highest in the state, per KJZZ. DCS approved a 30 percent increase in May 2023, two weeks after it cited Sunshine for a licensing violation tied to a boy's death without a fine or suspension, per azfamily. Sunshine holds the most lucrative contract among more than a hundred DCS providers, per the Mirror.
The finding and the responses. On August 21, 2026 Mayes said the two year investigation "has not uncovered any evidence of the necessary quid pro quo," while saying Sunshine had outsized leverage, per Axios, <axios.com. Spokesman Christian Slater said Hobbs "was not involved in, did not direct and did not instruct any member of her administration regarding the rate increases." Lujan said he got no direction from the governor's office. Faust says Kottoor offered to recommend keeping him as director if he approved the hike; Mayes's office called that a he said, he said dispute, per ABC15. Hobbs declined an interview and answered in writing. Biggs and Senate President Warren Petersen criticized the decision.
Inference: The money arrived around the decision, and the fund that took the last $150,000 is the one vehicle with no donor disclosure. The probe found no crime, but the governor who wins controls the next DCS director, the next rate schedule and whether contractor gifts must be disclosed.
Party and leadership: DGA money through a county party
Documented. The DGA pledged $10 million on July 28, 2026 and called it "just an initial deposit," per the Arizona Mirror, <azmirror.com, and KJZZ, <kjzz.org. By October 19 azfamily reported DGA spending at $14 million and Navajo County Democratic Committee spending at over $33 million for Hobbs and other Democrats, with no Republican Governors Association money in the race. Copper State Values adds more than $2.7 million.
What this bloc wants. A Democratic governor holding the veto against a Republican legislature. Hobbs has issued a record 541 vetoes, per the Deseret News on October 20, 2026, <deseret.com.
Inference: Routing national money through one county committee keeps it outside a state party described by KJZZ as mired in infighting. It also means the funders behind the $33 million are only as visible as the county committee's own reports, which were not reachable here.
Utilities and energy
Documented. Arizona Public Service gave $250,000 to the 2023 inaugural committee, Salt River Project $25,000 and Tucson Electric Power $10,000, per KJZZ. The same list shows the Realtors Issue Mobilization Committee at $100,000, William K. Perry Farms at $50,000, and $25,000 each from Taylor Morrison, the Tohono O'odham Nation, the Carpenters regional council, the Health System Alliance of Arizona, the Arizona Dispensary Association and Honeywell's PAC. Blue Cross Blue Shield gave in the six figure range. Hobbs signed an inaugural fund law in 2023, after her own inaugural, that caps individual gifts at $25,000, per KAWC.
What they want and the lever. The Corporation Commission sets rates and is separately elected, so the governor's lever is bill signing and appointments that touch energy and water. Her 2026 ads say she reduced electricity bills, per the Arizona Mirror on May 27, 2026, <newsfromthestates.com. The Biggs campaign called that claim "jaw-dropping dishonesty."
Inference: No 2025 or 2026 utility gift to the campaign was found, so the documented utility money is inaugural money from 2022 and 2023. The specific utility decision on her desk in 2027 was not identified in the sources read and is listed as a gap.
Own finances and disclosure history
No net worth estimate, business holdings or trading record was found in the sources read. The Arizona financial disclosure statement was not retrieved. No sponsored travel was found. The disclosure story is about vehicles rather than her own assets. She will not name legal fund donors, telling reporters on August 30, 2026, "Everything that's required to be reported, we have reported," and "I said what I said," per ABC15.
Enforcement and controversies
- Attorney general bribery probe, Sunshine Residential. Opened in 2024 at the request of Sen. T.J. Shope. Closed with no charges on August 21, 2026. Response: denial of any involvement, written answers only, per Axios.
- Auditor General probe, assisted by Maricopa County Attorney Rachel Mitchell. Pending, per KJZZ on August 24, 2026, <kjzz.org. A House Republican outside counsel review was also open.
- Senate Government Committee subpoenas. Chair Jake Hoffman subpoenaed Hobbs, Mayes and Kottoor for a September 29, 2026 hearing, per KJZZ. Spokesman Michael Beyer said "there was no wrongdoing by Gov. Hobbs, the Governor's Office, or the Hobbs campaign." Whether she appeared was not found. Hoffman owns 1Ten LLC, which handled much of Turning Point Action's pro Biggs spending in 2025, per the Capitol Times.
- Disclosure vetoes. She vetoed contractor disclosure bills in 2025 and 2026, calling the 2026 bill a "political stunt that applies only to one elected official," per Axios.
