Subject: Andy Biggs, Republican nominee for Governor of Arizona, 2026, and sitting U.S. Representative for AZ-5 Compiled: October 23, 2026 for the On Point Politics watchdog database, onpointpolitics.us Data cutoff: October 20, 2026 news coverage of the latest Arizona reports Next scheduled data drop: Arizona pre-general election campaign finance report, late October 2026. The exact due date was not confirmed from the Secretary of State site, which could not be reached.

Bottom line up front

Biggs is a low budget candidate carried by one outside group. His own committee raised about $2.8 million through June, while Turning Point Action spent $18.3 million in a single month attacking Hobbs and promoting him.

  1. Turning Point Action. From about $459,000 in 2025 to $18.3 million in the month before October 20, 2026. Its live interests are election administration bills, the border task force he promises and the veto pen he would remove. Its 2025 ad money ran largely through 1Ten LLC, owned by state Sen. Jake Hoffman, who later subpoenaed Hobbs over the Sunshine Residential affair.
  2. Club for Growth and the Arizona Freedom Club PAC. Endorsements rather than documented checks. The live decisions are his pledge to phase out the individual income tax and to protect Empowerment Scholarship Account vouchers.
  3. Trump world. Trump, JD Vance, Doug Ducey and Jan Brewer endorsed him. In Congress he voted Aye on H.R. 1 on July 3, 2025, and as governor he would run the state Medicaid program that law reshapes.
  4. Small donors. His campaign says most donors give small amounts, and about 4,000 new donors joined after Charlie Kirk's death in September 2025.

Committee structure and treasurer

The state candidate committee is Biggs for Arizona, the paid for line on his campaign site, <biggsforarizona.com. Its Arizona ID and treasurer were not retrieved because seethemoney.az.gov refused the request. Drew Sexton is senior adviser and spokesman. Sine Kerr is his running mate, per Ballotpedia, <ballotpedia.org.

His federal campaign carries FEC candidate ID H6AZ05083, from the roster. The committee ID, treasurer and any leadership PAC were not retrieved because FEC sites are blocked. Ballotpedia's federal table, <ballotpedia.org, shows House receipts of $964,666 in 2016, $789,616 in 2018, $1,704,233 in 2020, $2,116,015 in 2022 and $1,383,059 in 2024. For an abandoned 2026 House run it shows $27,746 raised and $48,856 spent. No federal to state transfer was reported. The state committee did take about $50,000 left over from his old legislative campaign, per the Arizona Capitol Times on July 22, 2025, <azcapitoltimes.com.

State totals. He raised about $429,000 from individuals in the second quarter of 2025, per the Capitol Times. He raised over $560,000 in the third quarter of 2025 for about $1.2 million total, per the Capitol Times on October 16, 2025, <azcapitoltimes.com. The campaign reported $1.9 million by February 19, 2026. He raised about $916,700 in the second quarter of 2026 and ended June with about $1.2 million and no debt, per the Arizona Mirror, <azmirror.com. Ballotpedia shows $2.8 million raised and $1.7 million spent as of June 30, 2026. By October 19 he had spent just over $5 million against more than $17 million for Hobbs, per azfamily, <azfamily.com.

He won the July 21, 2026 primary with 74 percent. David Schweikert took 14.4 percent after moving $1.1 million from his federal campaign, per InMaricopa, <inmaricopa.com.

Trump world: Turning Point Action

Documented. Turning Point Action spent nearly $459,000 on Biggs's behalf by the second quarter of 2025, including about $352,000 on TV ads, per the Capitol Times and KAWC, <kawc.org. Much of that money went through 1Ten LLC, owned by state Sen. Jake Hoffman, who called it "a full-service agency." By October 2025 the group had spent nearly $500,000 on media for Biggs. In the month before October 20, 2026 it spent $18.3 million on ads attacking Hobbs and promoting Biggs, per the Deseret News, <deseret.com. Azfamily put all outside spending for Biggs or against Hobbs over $21 million, and reported no Republican Governors Association money. The group is directed by Tyler Bowyer, who said Hobbs is "spending like a drunken sailor," per Fox News, <foxnews.com. Charlie Kirk endorsed Biggs in May 2025. Trump endorsed him after first backing Karrin Taylor Robson.

What this bloc wants and the lever. A governor who signs what Hobbs vetoed: she holds a record 541 vetoes and opposes mail voting restrictions. Biggs promises a border security task force and a state DOGE for Medicaid fraud, per the Deseret News. In Congress he voted against certifying Arizona's and Pennsylvania's electoral votes on January 6 and 7, 2021, per Ballotpedia.

Inference: The outside group now outspends the candidate several times over, so a Biggs administration would owe its margin to Turning Point more than to any donor on his own reports. Hoffman is both a paid vendor of that spending and the senator who subpoenaed Hobbs. That overlap is a fact pattern, not evidence of coordination.

Ideological groups: Club for Growth and the Arizona Freedom Club PAC

Documented. Club for Growth PAC endorsed Biggs on May 27, 2026, said it "has backed Biggs from the beginning," and cited his 99 percent lifetime rating, per its release, <clubforgrowth.org. No dollar figure was stated. The Arizona Freedom Club PAC, chaired by Scot Mussi, endorsed him on February 19, 2026 with no dollar commitment. Upstream, a separate entity, Club for Growth Action, drew $26.5 million from Richard Uihlein and $1.7 million from Jeff Yass in the 2020 cycle, per FactCheck.org, <factcheck.org. No filing read here shows that money reaching Biggs.

What they want and the lever. Biggs would phase out the individual income tax and protect school choice vouchers, per the Deseret News. Both run through the governor's signature and the FY 2028 budget.

Inference: These are agenda allies whose spending in this race, if any, was not found. Their policy asks line up with the two largest fiscal pledges he has made.

Small donors

His donors are mostly small dollar, many under $50, per KTAR, <ktar.com. No individual donor above any threshold was named in any source read. That is the main gap in this file.

Federal record: votes with money attached

  1. H.R. 1, One Big Beautiful Bill Act, final passage July 3, 2025, Roll Call 190, Aye, <clerk.house.gov. It reshapes the Medicaid program a governor runs.
  2. GENIUS Act, stablecoins, July 17, 2025, Roll Call 200, Nay, <clerk.house.gov.
  3. CLARITY Act, crypto market structure, July 17, 2025, Roll Call 199, Yea, <clerk.house.gov.
  4. Anti CBDC Surveillance State Act, July 17, 2025, Roll Call 201, Yea, <clerk.house.gov.
  5. TikTok divestiture, H.R. 7521, March 13, 2024, Roll Call 86, Nay, <clerk.house.gov. No donor in this file is documented as lobbying on it.

As a state senator he was one of 36 Republican legislators who sued Gov. Jan Brewer over Medicaid expansion and lost, per Ballotpedia. He chaired the House Freedom Caucus from 2019 through 2021 and serves on Judiciary and Oversight, per his House biography, <biggs.house.gov.

Own finances and disclosure history

No net worth estimate, House financial disclosure or trading record was retrieved. Capitol Trades failed, Quiver Quantitative returned an empty page and the House Clerk disclosure search refused the request. His House biography lists a J.D. but no law practice or business. Widely reported personal history about his finances was not found in any source read, so it is not stored. This section needs a disclosure pull before publication.

Enforcement and controversies

No FEC matter, Office of Congressional Ethics referral or state complaint against Biggs or his committees was found in the sources read. Searches for his January 6 committee subpoena and the related pardon allegation could not be run because the search budget ran out, so nothing is stored on either. He publicly criticized the attorney general's August 21, 2026 decision not to charge Hobbs, per the Arizona Mirror, <newsfromthestates.com.

Thread 2: Outside money

Takeaway

Turning Point Action is the campaign's real engine. It spent $18.3M in the month before Oct 20, 2026, after about $459,000 in 2025, and much of the 2025 money went through Sen. Jake Hoffman's 1Ten LLC.
