What is on file for my candidate? A file on every member of Congress, governor and 2026 nominee: who funds them, the decisions on their desk, and the sources.
Thomas P. Tiffany
Republican, running for Governor. Now U.S. House WI-7.
Subject: Thomas P. Tiffany, Republican nominee for Governor of Wisconsin, 2026, and sitting U.S. Representative for WI-7 Compiled: October 23, 2026 for the On Point Politics watchdog database, onpointpolitics.us Data cutoff: October 22, 2026, the day after the only general election debate Next scheduled data drop: the Wisconsin Ethics Commission Fall Pre-election Report, which covers activity after September 23, 2026. Its exact due date was not verified in this pass.
Bottom line up front
Tom Tiffany is running the most concentrated campaign in recent Wisconsin history. His state committee, Tiffany for Wisconsin, reported $26,314,950.42 raised from July 1 to September 23, 2026, and $24,200,000 of it arrived in eleven transfers from the Republican Party of Wisconsin, per the [September transfers schedule](campaignfinance.wi.gov). In the same period the party took $22,000,000 from Richard and Elizabeth Uihlein and $5,600,000 from Diane Hendricks, per the [party's own filing](campaignfinance.wi.gov). The filings show the money in and the money out on matching dates; they do not show a direct pass through, and this file does not store one.
Four interests combine large money with a live decision:
- The Uihleins and Hendricks. They put $27.6 million into the state party in one quarter and are also the main funders of the Assembly and Senate Republican committees that would pass a Tiffany agenda. Their live decisions are the use of the $3 billion surplus, voucher income limits, and the Senate confirmation of a new PSC majority.
- The Uihlein super PAC. Restoration of America PAC got $10 million from Richard Uihlein in August 2026. It has spent about $12.5 million to help Tiffany, mostly on ads against Crowley.
- Utilities and data centers. The next governor appoints a new PSC majority while a We Energies large customer tariff is pending. Tiffany has pledged to replace the two acting commissioners on day one and to repeal the data center sales tax exemption.
- Party and leadership. Tiffany voted for the 2015 law that allows unlimited party transfers. In December 2025 he called it a billionaire loophole. His campaign now depends on it for 93 percent of its quarterly money.
Committee structure and treasurer
The governor campaign is Tiffany for Wisconsin, Wisconsin Ethics Commission registrant 0104212, PO Box 620217, Middleton. Its treasurer is James Koth, per the [September cover page](campaignfinance.wi.gov). The cover shows the committee began the period with $4,970,099.92 and ended it with $12,349,450.19, with $18,935,600.15 in total disbursements. Year to date the committee has raised $39,653,484.86, including $34,708,000 in transfers and $4,940,029.26 from individuals. Ten thousand individual contributions in the quarter produced only about $2.05 million.
The federal House committee carries almost the same name: Tiffany For Wisconsin, Inc., FEC C00718635, candidate ID H0WI07101. ProPublica's Itemizer lists Fred Koth as treasurer and shows $1,259,827 in receipts and $1,460,799 in disbursements for the 2024 cycle through December 31, 2024, per [ProPublica](projects.propublica.org). This pass did not confirm whether the two Koth treasurers are the same person. The roster lists Tiffany on the House Natural Resources and Judiciary committees, and Ballotpedia lists him as chair of the Federal Lands subcommittee.
The aligned outside vehicles are Restoration of America PAC, which Richard Uihlein funds, and Right Direction Wisconsin, the RGA affiliate that launched anti Crowley ads on September 15, 2026, per [Ballotpedia](ballotpedia.org). First Amendment LLC had spent $9.3 million against Crowley by September 22, per Ballotpedia citing WisPolitics. Its funders were not identified.
Billionaire megadonor: the Uihleins and Hendricks
Documented. Diane Hendricks, Richard Uihlein and Elizabeth Uihlein each gave Tiffany's committee the $20,000 individual maximum in the second half of 2025, per the [Wisconsin Examiner](wisconsinexaminer.com). After that, the money moved through the party. The filed dates line up as follows:
- Richard Uihlein gave the party $5,000,000 on August 10 and Elizabeth Uihlein gave $5,000,000 on August 11. The party moved $2,000,000 each to Tiffany on August 13 and 14.
- Hendricks gave $5,600,000 in three checks on August 31. The party moved $2,000,000 to Tiffany the same day.
- Richard Uihlein gave $6,000,000 on September 15 and Elizabeth Uihlein gave $6,000,000 on September 16. The party moved $2,000,000 to Tiffany on each of September 16, 17 and 18, then $6,000,000 on September 19.
All of these dates come from the [party filing](campaignfinance.wi.gov) and [Tiffany's transfers schedule](campaignfinance.wi.gov). WisPolitics put the three donors' 2026 totals at more than $73 million to GOP committees: Hendricks more than $19.9 million, Richard Uihlein $28.5 million and Elizabeth Uihlein $24.7 million, per [WisPolitics, Oct. 2, 2026](wispolitics.com). AP reported that the party received about $38 million from the three and that about $34 million of Tiffany's roughly $43 million came by party transfer, per [AP via PBS Wisconsin](pbswisconsin.org).
Second office. Hendricks gave $8 million to the Republican Assembly Campaign Committee and $3.75 million to the Committee to Elect a Republican Senate. Elizabeth Uihlein gave those committees $7 million and $2 million, per WisPolitics. The Senate those committees fund would confirm the next governor's PSC appointees.
What the bloc wants. No source read in this pass documents a specific policy ask from Hendricks or the Uihleins. Tiffany's stated agenda includes long term income and property tax cuts from the $3 billion surplus and a willingness to raise voucher income limits, per [Wisconsin Watch, Oct. 22, 2026](wisconsinwatch.org). Tiffany's campaign did not respond to WPR's request for comment on the donors, per [WPR, Oct. 1, 2026](wpr.org). Crowley's response was: "They're doing it because they know Congressman Tom Tiffany will do their bidding."
Inference: The same three donors are funding the governor's race, the Assembly and Senate majorities, and the main outside group. So a Tiffany win would put tax, school choice and regulatory appointments under a single donor coalition at every veto point. The matching dates between the gifts and the party transfers suggest the party worked as a conduit. Wisconsin's 2015 law makes that legal, and the filings alone cannot prove intent.
Party and leadership: the 2015 law Tiffany voted for
Documented. Individuals may give a candidate no more than $20,000, but they may give unlimited sums to parties, and parties may transfer unlimited sums to candidates, per AP. Tiffany voted for the 2015 change as a state senator. In a December 2025 interview he called it "the billionaire loophole," and he said his campaign was budgeting to raise $40 million, per [WPR, Dec. 29, 2025](wpr.org). Party transfers have grown over time:
| Period | Party transfers | Source |
|---|---|---|
| January to June 2026 | over $6.1 million | [Wisconsin Examiner](wisconsinexaminer.com) |
| July 1 to 27 | just over $4 million | [WPR via Urban Milwaukee](urbanmilwaukee.com) |
| July 1 to September 23 | $24.2 million | filing |
The party's largest vendors in the third quarter were Art and Copy LLC, with $650,000 in three mailing payments; PT Strategy LLC, with $204,327 in consulting; BK Data Strategy LLC, with $53,250; and American Rising Limited, LLC, with $50,000 for research, per the party filing.
Inference: The loophole Tiffany named in December became the structure of his general election campaign within nine months. He has not said publicly whether he would sign a change to the law.
Ideological groups: Restoration of America PAC
Documented. Richard Uihlein gave Restoration of America PAC $10 million in August 2026. The PAC then spent $9.7 million in the September reporting period, mostly on ads opposing Crowley, per WisPolitics. AP put its total spending to help Tiffany at about $12.5 million as of October 1. AdImpact data cited by AP shows Tiffany's side outspending Crowley's on ads, $40 million to $26 million.
Inference: Most of Tiffany's attack spending is paid for by the same family that funds his campaign through the party, routed through a super PAC that does not have to coordinate with him.
Utilities, data centers and energy
Documented. The WEC Energy Group PAC gave Tiffany $2,000 as a state lawmaker between 2010 and 2019 and $9,500 to his federal committee between 2019 and 2023. It has given nothing since he began the governor run, per [Wisconsin Watch](wisconsinwatch.org). Wisconsin Watch found about $3,600 through WEC and MGE conduits in 2026 and no utility PAC money from January to September, per [PBS Wisconsin, Oct. 19, 2026](pbswisconsin.org). His filed third quarter transfers include KOCHPAC at $15,000 on August 4 and Peabody PAC at $5,000 on August 11. The Peabody line carries a filing note that it is an unregistered out of state PAC whose registration status should be verified.
The lever. The governor appoints PSC commissioners, and the Senate confirms them. Acting commissioners Kristy Nieto and Marcus Hawkins are serving without confirmation. Several cases are pending or recently decided: a We Energies Very Large Customer tariff is pending, an over $2 billion gas plant plan was approved in May 2025, and data centers are projected to raise service area demand 40 percent from 2026 to 2030, per [Wisconsin Watch, Feb. 2026](wisconsinwatch.org). The data center sales tax exemption costs an estimated $1.5 billion on construction from 2024 to 2028 and $369 million a year on operations, per the Wisconsin Policy Forum reported by [Wisconsin Watch](wisconsinwatch.org).
What Tiffany has done. In January 2026 he called data centers "exciting new technology." In December 2025 he voted for a permitting bill, Roll Call 356, that speeds projects such as data centers, per [Wisconsin Watch](wisconsinwatch.org). He now campaigns on repealing data center tax breaks. At the debate he asked, "Why would some of the wealthiest companies in the world need subsidies from the taxpayers of Wisconsin?" He has pledged to replace the acting PSC commissioners on day one and objects to solar farms on cropland.
Inference: Utilities have largely sat out this race, so Tiffany's PSC pledge is not traceable to utility money. The more relevant link is Hendricks and Uihlein money to the Senate committee that would confirm his picks.
Own finances and disclosure history
Tiffany's annual House disclosure for calendar 2025 was filed May 1, 2026, per the [House Clerk](disclosures-clerk.house.gov). It lists:
- an Oneida County billboard valued at $1,001 to $15,000, earning $5,001 to $15,000 in rent
- an Oakmark fund valued at $50,001 to $100,000
- a State of Wisconsin pension valued at $50,001 to $100,000
- several small bank accounts
It reports no liabilities, no gifts and no sponsored travel. The listed ranges sum to roughly $119,000 to $311,000; that total is our calculation. Ballotpedia notes that his campaign describes two decades running an excursion business, Wilderness Cruises, on the Willow Flowage. The 2025 filing does not list it. No stock trading controversy was found, but the Quiver and Capitol Trades pages did not load, so trading is unverified.
Enforcement and controversies
- 2020 certification. On January 6 and 7, 2021, Tiffany voted to sustain objections to the Arizona and Pennsylvania electors, per [Ballotpedia](ballotpedia.org). At the October 21, 2026 debate he said he objected because of "Zuckerbucks," and he pledged: "I will certify the election in 2028 regardless of who the winner is," per [PBS Wisconsin](pbswisconsin.org).
- Press access. On September 24, 2026, campaign staffer Eric Brooks blocked Journal Sentinel reporter Mary Spicuzza from a Milwaukee event, per [WPR](wpr.org). The campaign said it would accommodate the paper once it covers the race "fairly." Tiffany said he would "have to go back and talk to my communications team."
- Peabody PAC registration note. The filing flag described above is an open compliance question. No complaint was found.
- FEC MUR 7704. A search hit linked Tiffany to this matter, but the document redirects to fec.gov, which is blocked. Its subject is unverified.
