Subject: David Crowley, Democratic nominee for Governor of Wisconsin, 2026, and Milwaukee County Executive Compiled: October 23, 2026 for the On Point Politics watchdog database, onpointpolitics.us Data cutoff: October 22, 2026, the day after the only general election debate Next scheduled data drop: the Wisconsin Ethics Commission Fall Pre-election Report, which covers activity after September 23, 2026. Its exact due date was not verified in this pass.

Bottom line up front

David Crowley's money is labor and party money. His committee, Crowley for Wisconsin, raised $10,203,455.52 from July 1 to September 23, 2026, per the [September cover page](campaignfinance.wi.gov). Of that, $6,054,458.19 came from 52,279 individual contributions and $4,138,600.01 came from 62 transfers. Those transfers include $2,730,000 from the Democratic Party of Wisconsin and a long run of union PACs at or near the $86,000 cap, per the [transfers schedule](campaignfinance.wi.gov). He is outspent on ads $40 million to $26 million, per AdImpact data cited by AP.

Four interests combine money with a live decision:

  1. Building trades unions and data centers. Laborers, IBEW, Pipe Trades, Operating Engineers, Carpenters and Plumbers fund Crowley, and IBEW says it supports data center development. Crowley flipped at the October 21 debate to say he would sign a Republican repeal of the roughly $2 billion data center sales tax exemption.
  2. Public sector and teachers unions. WEAC PAC and AFSCME People PAC each gave $86,000. Crowley says he would keep both voucher programs, which teachers unions oppose.
  3. The state party and its billionaire donors. JB Pritzker and Lynde Uihlein each gave the state party $1 million in the quarter that it moved $2.73 million to Crowley. Reid Hoffman has given the party about $15.5 million since 2019.
  4. Utilities and the PSC. Crowley promises a PSC that is a "watchdog for taxpayers." He took no utility PAC money in 2026, but his county committee took $9,900 from WEC between 2020 and 2024.

Committee structure and treasurer

The governor campaign is Crowley for Wisconsin, Wisconsin Ethics Commission registrant 0105751, PO Box 510031, Milwaukee. Its treasurer is Nick Truog. The September report shows a starting balance of $463,070.48, $7,836,643.85 in disbursements and an ending balance of $2,829,882.15. Year to date the committee has raised $11,229,316.58. AP puts his campaign to date total near $12 million, per [AP via PBS Wisconsin](pbswisconsin.org).

His Milwaukee County executive campaign committee transferred about $138,000 into the governor campaign in the second half of 2025, per the [Wisconsin Examiner](wisconsinexaminer.com). Running mate Sarah Godlewski's committee, Sarah for Wisconsin, transferred $326,000 in four pieces between August 14 and September 23.

Crowley left the Democratic primary in early July 2026 and endorsed Lt. Gov. Sara Rodriguez. He reentered on July 18 with Gov. Tony Evers' endorsement, per [WPR](wpr.org). He won the August 11 primary by 3,793 votes, per the [Daily Reporter](dailyreporter.com).

Outside support includes a seven figure Democratic Governors Association buy announced in mid August, per [WPR](wpr.org), and ads from the Wisconsin Ideas Project from September 22, per [Ballotpedia](ballotpedia.org). Spending against him includes:

  • Restoration of America PAC, with $9.7 million in the September period
  • First Amendment LLC, with $9.3 million by September 22, per Ballotpedia citing WisPolitics
  • the RGA affiliate Right Direction Wisconsin

Labor unions

Documented. By August 13, 2026, Crowley had taken the following from building trades PACs, per the Daily Reporter citing Ethics Commission data:

Union PACAmount
Wisconsin Laborers District Council$86,000
IBEW PAC Voluntary Fund$86,000
Wisconsin Pipe Trades Association PAC Fund$86,000
Operating Engineers Local 139 PAC$84,000
Wisconsin Carpenters PAC$45,000
Steamfitters Local 601 PAC$25,000

The September filing adds the following $86,000 checks: Laborers International Union of North America PAC Wisconsin Account on August 27, WEAC PAC on August 31, AFSCME People PAC on September 16, and Local 158 PAC, Active Ballot Club General Fund and DRIVE Committee on September 18. It also lists Plumbers Local 75 at $86,000 across two checks, Wisconsin Carpenters at $82,500 across three, Local 400 COPE at $50,000 across two, and smaller checks from UA Local 118, Sprinkler Fitters 183, Machinists, AFT Wisconsin and Boilermakers. The Wisconsin AFL-CIO endorsed him on August 12. Its president, Stephanie Bloomingdale, said he "understands the important role strong unions and collective bargaining play."

What they want and the lever. IBEW's John Jacobs told Wisconsin Watch that "IBEW certainly supports responsible data center development," per [Wisconsin Watch, Oct. 16, 2026](wisconsinwatch.org). In a November forum Crowley said Wisconsin could be "an AI and a data hub not only for the entire country, but for the entire globe," per [Wisconsin Watch](wisconsinwatch.org). At the October 21 debate he said he would now sign a Republican proposed repeal of the data center sales tax exemption. Wisconsin Watch values the exemption at about $2 billion, and he had previously said only that he would review it, per [Wisconsin Watch, Oct. 22, 2026](wisconsinwatch.org). On transportation he is open to new user fees and tolling but opposes gas tax indexing.

Inference: The repeal pledge cuts against the stated interest of his largest union donors in data center construction. Two readings fit: Crowley may be moving away from those donors on this issue, or the unions may see a tax exemption repeal as separate from the projects themselves. His openness to tolls and user fees fits the road building trades' interest in transportation money.

Party and leadership: the state party pipeline

Documented. The Democratic Party of Wisconsin transferred six checks to Crowley: $170,000 and $250,000 on August 12, $580,000 on August 13, $500,000 on August 31, $1,000,000 on September 9, and $230,000 on September 23. That totals $2,730,000, per the filing. The party raised nearly $6 million in the quarter, including at least $1 million each from Pritzker and Lynde Uihlein and $565,000 from the Evers campaign fund, per [WPR](wpr.org). WPR also reported the party's 2026 fundraising was down about 49 percent from 2022. Evers' campaign gave Crowley $20,000 directly in July, per [WPR via Urban Milwaukee](urbanmilwaukee.com). AP reports Hoffman's roughly $15.5 million to the party since 2019.

Crowley has made the billionaire money on the other side his central attack: "three billionaires are trying to buy Wisconsin's governor office." The Tiffany campaign answers by pointing to his California fundraising with Kamala Harris and his own party money, per AP.

Inference: Crowley also benefits from billionaire money routed through a party, at a much smaller scale. Pritzker and Lynde Uihlein gave $2 million against the $27.6 million that Hendricks and the Uihleins gave the Republican party in the same quarter. The structural critique he makes of Tiffany applies to his own committee in kind, though not in degree.

Billionaire and large individual donors

Documented. Seven donors gave the $20,000 maximum in the second half of 2025. The Examiner named only one, Milwaukee Bucks executive Alex Lasry. The other large dollar individual donors are not identified in any source read. Smaller institutional gifts include:

  • Direct Supply Inc Partners PAC, $20,000
  • The Next 50 PAC, $65,000 across two checks
  • an unresolved committee named Democratic Action, $86,000
  • In This Together PAC, $25,000
  • Tavern Industry PAC, $5,000; it gave Tiffany $10,000

Utilities and the PSC

Documented. Crowley took no utility PAC or conduit money for the governor race from January to September 2026. His county executive committee took $9,900 from WEC's PAC and conduit from 2020 to 2024, and his Assembly committee took just over $1,600, per [PBS Wisconsin](pbswisconsin.org). His spokesman said, "Under David Crowley, the PSC will become a watchdog for taxpayers." The plan would let the PSC reject rate hikes in favor of cheaper options and publish a quarterly scorecard. The next governor appoints a new PSC majority, with two acting commissioners serving unconfirmed.

Inference: His low utility money makes the PSC pledge cheap to keep on the donor side. The pressure point is his labor coalition's interest in grid and plant construction, which raises rate base.

Own finances and disclosure history

No Statement of Economic Interests for Crowley was retrieved in this pass. No net worth estimate, business holdings or liabilities were found. This is a gap, not a finding.

Enforcement and controversies

  • Ad claims. Tiffany's first general election ad says Crowley "spent recklessly, botched health insurance for thousands, raised property and sales taxes," per [WPR](wpr.org). WPR did not detail the factual basis. This pass did not verify the county health insurance or sales tax record behind the claim, and no Crowley response to the specific claims was found.
  • Prison population. Tiffany says Crowley wants to remove half the inmates. Wisconsin Watch found that claim inaccurate. Crowley's stated position is to halve the prison population over time through diversion and marijuana legalization.
  • Withdrawal and reentry. The Barnes campaign attacked his return with the line "David Crowley Left This Race For A Reason." Crowley said, "This election is too important to gamble on."
  • RGA primary spending. Crowley's campaign said on July 24, 2026 that the RGA had committed $3.6 million to shape the Democratic primary, per a [campaign release](urbanmilwaukee.com). WPR independently reported millions in RGA backed ads focused on Francesca Hong. The exact total is the campaign's figure.
  • No FEC, ethics commission or court matters naming Crowley were found in sources read.

  • July 1 to 27, 2026: about $776K raised, $628K spent and $463K cash, including $20K from the Evers campaign, per urbanmilwaukee.com
  • July to Dec 2025: $800,949 raised, $187,529 spent and $602,181 cash. About $138K was transferred from his county committee. Seven donors gave $20K; Alex Lasry was the only one named. Source: wisconsinexaminer.com

Inferences. WPR's figure of about $4M from the party, unions and PACs matches the total transfers figure, not party money alone. The filing shows $2.73M came from DPW.

Gaps. The Jan to June 2026 report was not read. No vendors were captured.

  • IBEW supports responsible data center development, per wisconsinwatch.org
  • Positions on the data center repeal, vouchers, tolls and prisons are covered at wisconsinwatch.org
  • The data hub quote is at wisconsinwatch.org

Inferences. The repeal pledge diverges from the building trades' interest. The voucher stance diverges from the teachers unions' interest. Neither union position was sourced directly in this pass, so both inferences remain labeled.

Gaps. The Laborers District Council and LIUNA PAC WI may be related committees. The parent unions of Local 158, Active Ballot Club and DRIVE were not resolved. The Act 10 position was not sourced.
