What is on file for my candidate? A file on every member of Congress, governor and 2026 nominee: who funds them, the decisions on their desk, and the sources.
Vivek Ramaswamy
Republican, running for Governor. Not in office now.
Subject: Vivek Ramaswamy, Republican nominee for Governor of Ohio, 2026, running with Senate President Rob McColley Compiled: October 23, 2026 for the On Point Politics watchdog database, onpointpolitics.us Data cutoff: October 20, 2026. Latest state figures are the July, August and September monthly reports described on October 13, 2026. Next scheduled data drop: Ohio pre-general and post-general campaign reports and the V-PAC federal pre-general and post-general reports. Exact due dates were not verified in this pass.
Bottom line up front
Ramaswamy is the most expensive candidate in Ohio history and the money comes from three places: his own fortune, a federal super PAC fed by a handful of billionaires, and a donor base that is broad but thin in Ohio. He has committed more than $36 million of his own money as loans he can repay from donor funds, per the Ohio Capital Journal on October 13, 2026, ohiocapitaljournal.com. V-PAC: Victors Not Victims, FEC ID C00892919, has taken at least $30 million from Jeff Yass alone, per Signal Ohio on August 27, 2026, signalohio.org.
Four interests have both real money in and a dated decision on the next governor's desk:
- Billionaire tax cut donors. Yass, Elon Musk, Ratmir Timashev, Ross Stevens and Bill Ackman want his income tax phase out, which starts with repealing the capital gains tax. That fight is the 2027 budget.
- Data center and power interests. He has promised a day one order halting new data center approvals, which cuts against some V-PAC donors. AEP's PAC and the submetering industry gave to his campaign. He controls PUCO and Power Siting Board seats.
- School choice. Yass and Pansophic Learning want EdChoice protected while hundreds of school districts sue over it. The voucher line was $2.5 billion in the last budget.
- Gambling, cannabis and crypto. The Sports Betting Alliance put $150,000 into V-PAC, and cannabis and crypto executives gave to the campaign. He controls Casino Control Commission seats and cannabis regulators. No public position from him was found on either.
Committee structure and treasurer
The candidate committee runs the Ramaswamy and McColley ticket. Its press contact is vivekforohio.com. Its Ohio Secretary of State ID and treasurer were not verified in this pass. Strategist Jai Chabria and campaign manager Jonathan Ewing are on record speaking for it, per the Journal-News and the Ohio Capital Journal of August 5, 2025. The aligned vehicle is V-PAC: Victors Not Victims, a federal super PAC. Its chief strategist is Andy Surbian, per Signal Ohio on July 30, 2025, signalohio.org. Its treasurer was not identified.
Scale. The campaign raised about $19.8 million from donors through December 31, 2025. NBC4 reported more than $50 million raised since he declared, counting his own money, through April 15, 2026, nbc4i.com. Donors then gave nearly $4 million in July, about $2.6 million in August and just over $3 million in September 2026. Amy Acton outraised him in each of those months.
Transparency USA's aggregate of state filings shows $25,555,956 in contributions and $19,695,657 in expenditures, transparencyusa.org. The page shows no date range, so treat it as a cumulative snapshot fetched October 23, 2026.
V-PAC had raised $29.5 million by March 31, 2026 and held $23 million in cash. It had spent $44.6 million on advertising by its latest report, per the Ohio Capital Journal through States Newsroom on October 20, 2026. Axios put spending or reservations by Ramaswamy and allied groups at over $97 million in TV and radio as of mid October.
Billionaire megadonors
Documented. Jeff Yass gave V-PAC $10 million in March 2025, per Signal Ohio. He added two $5 million checks in the first quarter of 2026, which brought him to $20 million, per the Ohio Capital Journal on April 27, 2026, ohiocapitaljournal.com. Politico then reported a further gift of at least $10 million in late August 2026, as relayed by Signal Ohio. That gift is provisional until V-PAC's federal filing shows it.
Ross Stevens gave $5 million in the first half of 2025 and $1 million in May 2026. Elon Musk gave $5 million in May 2026, Ratmir Timashev gave $5 million in May 2026 and Bill Ackman gave $1 million in June 2026, per the Ohio Capital Journal on July 22, 2026, ohiocapitaljournal.com. That outlet counted $37 million from four billionaires, more than 88 percent of V-PAC's money. V-PAC then spent over $8.1 million in June on an ad against Acton.
Hop two. Spectrum News reported on October 16, 2026 that Jeff and Janine Yass gave $110 million to Republicans this cycle, spectrumlocalnews.com. The same report says Musk put $158 million into a Republican super PAC that moved the same amount to a group backing Ken Paxton in Texas. It cites the Washington Post for a Musk cycle total of $369 million. Signal Ohio describes Yass as among the country's biggest backers of taxpayer funded vouchers.
What they want, and the lever. Ramaswamy pledges to phase out the state income tax, starting by eliminating capital gains taxes, per his plan page, vivekforohio.com. Innovation Ohio relays a Legislative Service Commission estimate that capital gains repeal alone would cost up to $646 million in 2027. That is an advocacy source and is marked Secondary. At the Columbus Metropolitan Club on October 14, 2026 he also promised to roll property taxes back to pre-pandemic levels at about $4 billion, paid by the state, per the Ohio Capital Journal, ohiocapitaljournal.com.
Inference: The donors who fund V-PAC are the people who benefit most from removing capital gains taxes. The first executive budget of 2027 is where that request either becomes law or does not. No document shows any donor asking for it.
Self funding and the jet
Documented. Ramaswamy lent the campaign $230,000 at the end of June 2025 to cover use of his plane. He then lent $25 million that was reported in the first quarter of 2026, and more than $5 million in August and September 2026. All of it is structured as loans. The plane is a 2011 Cessna Citation X owned by V Leasing LLC, whose corporate address matches a home he owns, per Signal Ohio on August 1, 2025, signalohio.org.
Transparency USA shows $519,794.86 paid to V Leasing. Innovation Ohio counted at least $555,676.15 in aircraft spending across V Leasing and five charter firms from July to December 2025. The campaign said donors do not pay for the flights and that his loans document his reimbursement. An election lawyer quoted by Signal said Ohio's ban on direct corporate contributions explains why the plane is leased at market rate from his own company.
Inference: Donor money and his own loan money mix in one account, and the loans can be repaid. So the claim that donors do not pay for the jet depends on how the loans are repaid after the election. The post-general report is the place to check that.
Party and legislative leadership
Documented. The Ohio Republican Party's state account is the top contributor on Transparency USA at $409,559.53. McColley's own campaign fund moved $290,178.79, which the Ohio Capital Journal also reported as about $290,000 in April 2026. Governor Mike DeWine endorsed Ramaswamy, per the Ohio Capital Journal on May 26, 2026. Secretary of State Frank LaRose has also endorsed him.
The submetering bill shows how this bloc connects to money. Nationwide Energy Partners chief executive Michael DeAscentis II gave to Ramaswamy on June 5, 2026, per the Ohio Capital Journal on June 26, 2026. The amount is printed in garbled form there. Innovation Ohio counts $51,615 from the DeAscentis household across Ramaswamy, Speaker Matt Huffman and Senate utilities chair Shane Wilkin over four days. It says the Senate committee moved HB 173 about two days later. HB 173 would have undone an April 2026 Ohio Supreme Court ruling against submetering. The legislature passed it on roughly party lines, and DeWine vetoed it on June 24, 2026, calling the model fundamentally flawed.
Inference: McColley led the chamber that passed HB 173 while that industry's donors were funding his ticket. A Governor Ramaswamy would be the one deciding whether a refiled bill becomes law. He has said nothing about it.
Own finances and disclosure history
Forbes put his net worth at about $1.8 billion on November 20, 2025, and his spokesperson called the figure broadly correct, forbes.com. Forbes counted roughly 49 million Roivant shares worth about $1 billion and options worth about $210 million. It put his Strive stake near $150 million and his stake in Chapter, a Medicare startup, near $100 million.
Strive pivoted to a bitcoin treasury company in 2025. Innovation Ohio cites a September 12, 2025 shareholder agreement that treats Strive as a controlled company in which he holds the largest stake. He has said he stepped back from the company. Ohio Ethics Commission disclosure filings were not retrieved in this pass.
Enforcement and controversies
- Credit card reporting. The campaign had run $509,473 through a campaign card by June 2026, reported as lump sum reimbursements without payees, per the Ohio Capital Journal on June 24, 2026. State Senator Kent Smith complained. The Election Integrity Unit recommended no violation in letters dated September 16, 2026, and Secretary LaRose, who endorsed Ramaswamy, adopted that finding. The campaign did not comment. Smith had not appealed as of October 7, 2026.
- Jet payments. No formal complaint was found. The campaign's response is recorded above.
- DHS contract allegation, contested. Innovation Ohio alleged in March 2026 that money from a $143 million Department of Homeland Security contract reached Ohio consultants tied to Ramaswamy. It named The Strategy Group, which the campaign paid nearly $7 million in the first quarter of 2026, and former spokesperson Tricia McLaughlin. Both posted denials on March 4, 2026, and Ramaswamy did not comment. No primary record was read, so this stays Contested.
- Attack ad. Ramaswamy said on October 20, 2026 that an undisclosed ad attacking Acton is his. A headline in the Ohio Capital Journal on October 22, 2026 reports that DeWine asked him to take it down. The ad's sponsor and buy were not disclosed.

Research notes: findings, inferences and gaps
Audit trail for OH-vivek-ramaswamy, compiled October 23, 2026. Search budget ran out partway through. Later work used direct fetches of known outlet pages and tag archives.
Thread 1: Committees and totals
Takeaway
There are two vehicles: the state candidate committee for the Ramaswamy and McColley ticket, and the federal super PAC V-PAC: Victors Not Victims, C00892919. Neither treasurer was found.
Cited findings
- V-PAC FEC ID C00892919 and chief strategist Andy Surbian. V-PAC raised $16.8M in the first half of 2025 and held about $13M. signalohio.org July 30, 2025.
- V-PAC's first ad buy was $2.2M starting March 10, 2025. wvxu.org April 4, 2025.
- The campaign raised $9.7M in the first half of 2025 and spent $2.5M. Strategist Jai Chabria spoke for it. journal-news.com
- About $19.8M was raised by December 31, 2025, 57 percent from Ohio. yahoo.com
- Nearly $20M was raised since announcing. There were about 1,400 refunds totaling more than $230,000. news5cleveland.com February 2, 2026.
- Cash was $12.9M at the start of 2026. V-PAC had $18.6M raised. signalcleveland.org January 31, 2026.
- Pre-primary, he raised $5M from donors plus $25M of his own. Total raised since declaring, including his own money, was over $50M. nbc4i.com May 4, 2026.
- He raised $9.6M in 2026 by mid June and held $26.8M. signalohio.org June 18, 2026.
- Monthly receipts were nearly $4M in July, about $2.6M in August and just over $3M in September. ohiocapitaljournal.com
- The aggregate shows $25,555,956 in contributions and $19,695,657 in expenditures, with no date range shown. transparencyusa.org
Inferences
- The Transparency USA contribution figure probably excludes his loans, since it is far below the $50M+ figure that includes them. This is unconfirmed.
Gaps
- Committee ID and treasurer for both vehicles.
- Cash on hand after June 2026.
- V-PAC's third quarter federal report.
Thread 2: Self funding and aircraft
Takeaway
More than $36M of his own money has gone in, all as loans. A jet he owns through V Leasing LLC is leased to the campaign.
Cited findings
- He lent $230,000 at the end of June 2025 for plane use. The plane is a 2011 Cessna Citation X, bought in September 2023. The V Leasing address matches his home. The campaign said donors do not pay for the flights. signalohio.org
- The $25M loan was reported in the first quarter of 2026. About $120K went to V Leasing that quarter, and nearly $7M went to The Strategy Group. ohiocapitaljournal.com
- He lent more than $5M in August and September 2026, with total own money committed above $36M. ohiocapitaljournal.com
- Aircraft spending was at least $555,676.15 from July to December 2025, including $239,905.32 to V Leasing. Other payees were Citation Management, Coshocton Air, Soin Aviation, Talon Air and TVPX. ramaswamyfiles.substack.com This is an Innovation Ohio advocacy source.
- V Leasing's payee total is $519,794.86. transparencyusa.org
Inferences
- Because loans can be repaid from donor money, whether donors end up paying for the jet depends on post-election loan repayment.
Gaps
- An itemized V Leasing payment schedule.
- Whether any loan repayments have been made.
Thread 3: Billionaire megadonors and V-PAC
Takeaway
Yass has given at least $30M. Stevens, Musk, Timashev and Ackman gave $17M combined. Four billionaires gave $37M, more than 88 percent of V-PAC's money, through the second quarter of 2026.
Cited findings
- Yass gave $10M in March 2025. signalohio.org
- Yass gave two $5M checks in the first quarter of 2026, for a $20M total. Other first quarter V-PAC gifts: Scotts $250K, Sports Betting Alliance $150K, Pansophic Learning $25K. V-PAC had raised $29.5M, with $23M cash at the end of March. ohiocapitaljournal.com
- Second quarter: Musk $5M in May, Timashev $5M in May, Stevens $1M in May, Ackman $1M in June. Stevens gave $5M in early 2025. V-PAC spent over $8.1M in June against Acton and held $25.8M cash. Acton's response: "Ohio isn't for sale." ohiocapitaljournal.com
- Second quarter itemized receipts were $12.24M. Raj Vattikuti gave $50K, Blockratize $10K and Michael Baker International $10K. ramaswamyfiles.substack.com This is an Innovation Ohio release.
- Yass gave a further gift of at least $10M, reported by Politico, bringing him to at least $30M. Ramaswamy and allies had $82.3M in ads spent or reserved. signalohio.org August 27, 2026.
- V-PAC has spent $44.6M on advertising. newsfromthestates.com October 20, 2026.
- Over $97M has been spent or reserved by him and his allies. axios.com
- Hop two: the Yass couple gave $110M to the GOP this cycle. Musk's cycle total is $369M, citing the Washington Post. Musk gave $158M to a super PAC that passed it to a group backing Paxton. spectrumlocalnews.com
Inferences
- Signal's wording, a ten figure donation, is almost certainly a slip for an eight figure gift of at least $10M.
- These donors stand to gain the most from capital gains repeal. No document shows a specific ask.
Gaps
- The Politico article.
- V-PAC's third quarter receipts.
- Musk's and Timashev's business interests in Ohio.
- Whether Yass funds Ohio school choice groups directly.
Thread 4: Ohio business, utilities, gambling, cannabis, crypto donors to the campaign
Takeaway
State limits keep each gift near $16,615. The pattern matters more than any single check: regulated industries with live state decisions.
Cited findings
- September 2026: Ohio Chamber $16,000, American Property Casualty Insurance $16,600, OHCANN $15,000, Green Thumb chief executive maximum gift, two home builder groups $10,000 combined. Hospital and contractor committees maxed out. Former lawmakers Stivers gave $5,000 and Carfagna $2,000. The NetJets chief executive and Ricart and Kerry auto dealer leaders also gave. The campaign did not respond. ohiocapitaljournal.com
- First quarter 2026: NetJets leader $16,615.67, Sbarro chief executive $10,000, a Pepsi bottler executive $5,000, and $290,000 from McColley's fund. ohiocapitaljournal.com
- April 16 to June 5, 2026: World Liberty founders and the Paxos chief executive gave $116K combined, CareSource executives $42,536, AEP PAC $16,000, Charter $12,750 and Brennan Manna Diamond partners $30,000. There were 125 gifts of $10K or more, making up 37.3 percent of receipts. ramaswamyfiles.substack.com
- Top contributors on the aggregate: ORP state account $409,559.53, McColley $290,178.79, Huffines $66,462, Ice Miller PAC $32,023.17. transparencyusa.org
Inferences
- Cannabis, gambling and crypto money shows up without any public Ramaswamy position on those industries' state issues. The protocol treats that silence as a flag.
Gaps
- Names behind role-only donors.
- Lobbyist registrations at the Ohio Joint Legislative Ethics Committee.
Thread 5: Submetering and HB 173
Takeaway
Submetering donors gave to the ticket and to legislative leaders around the June 2026 passage of HB 173, which DeWine vetoed. Ramaswamy has been silent.
Cited findings
- HB 173 passed late at night on roughly party lines. Nationwide Energy Partners lobbyist Teresa Ringenbach testified in favor, and AES Ohio and Duke opposed. signalohio.org June 12, 2026.
- DeWine vetoed it on June 24, 2026, calling the model "fundamentally flawed." DeAscentis gave to Ramaswamy; the amount is garbled in the source. ohiocapitaljournal.com
- The DeAscentis household gave $51,615 from June 5 to 8 to Ramaswamy, Huffman and Wilkin. Giller gave $20K in 2025. The industry total is over $58K. ramaswamyfiles.substack.com
Inferences
- A refiled bill in 2027 would reach a governor whose running mate presided over the Senate that passed it.
Gaps
- Whether an override is possible.
- Exact gift amounts from the SOS filing.
Thread 6: Own finances
Takeaway
Forbes put his net worth at about $1.8B as of November 2025. Its main parts are Roivant, Strive and Chapter. Strive is now a bitcoin treasury company in which he holds the largest stake.
Cited findings
- forbes.com November 20, 2025. His spokesperson called it broadly correct. He contributed $26M to his presidential run.
- The controlled company agreement of September 12, 2025 is cited by ramaswamyfiles.substack.com The SEC exhibit itself was not read.
Inferences
- Strive's bitcoin position overlaps with crypto donors and with any state crypto investment bill.
Gaps
- Ohio Ethics Commission disclosure, which Innovation Ohio says shows a $768,968 stock sale. That figure was not verified.
Thread 7: Enforcement and controversies
Takeaway
One complaint was resolved with a finding of no violation by an office whose head endorsed him. One contested allegation involves consultants.
Cited findings
- The campaign card total was $509,473, with no itemization. ohiocapitaljournal.com
- Kent Smith's complaint ended in a no violation finding in letters dated September 16, 2026, adopted by LaRose. ohiocapitaljournal.com
- The DHS contract allegation and denials. ramaswamyfiles.substack.com
- The attack ad, which Ramaswamy owned on October 20, 2026. Spokesperson Connie Luck responded. ohiocapitaljournal.com
Inferences
- None beyond the profile.
Gaps
- The DHS contract's primary records.
- The DeWine takedown article body.
Thread 8: Levers and positions
Cited findings
- Plan: phase out the income tax, starting with capital gains. Slash property taxes. A data center halt by executive order on day one, with legislation in early 2027. vivekforohio.com
- PJM monitor data center costs of $29.4B and the critique by Ashley Brown. McColley sponsored SB 52. ohiocapitaljournal.com
- Property tax rollback of about $4B; resuming executions. ohiocapitaljournal.com
- EdChoice at $2.5B; he cheers it. ohiocapitaljournal.com
- DeWine endorsement; DeWine called sports betting his "biggest mistake". ohiocapitaljournal.com
Inferences
- His data center halt pledge cuts against the interests of some V-PAC donors. That is a documented counterexample to a pure pay to play reading.
Gaps
- His positions on sports betting, cannabis, PUCO appointments and the AEP data center tariff.
- Terms of current PUCO and Casino Control Commission members.
